    For my ASUS Laptop I can use the Windows 7 DVD Download tool. The ASUS is fine with the thumb drive being formatted in NTFS. My Wife's Acer is a bit more fussy. For it the thumb drive has to be formatted in the FAT file system to do the install in UEFI mode.. For it I use diskpart to make the thumb drive bootable.

    That is just a quick boot menu, that only changes the boot order for that one boot up. After that it automatically goes back to the BIOS default. On my ASUS laptop the last option on that menu is "Enter Setup". If I select that I enter the full BIOS menu and any changes made there will stay. Pressing F2 during power on will get me the same full BIOS menus. I do believe If your USB thumb drive is not bootable it won't show up in the boot options list.
    I have been mostly working in the full BIOS, which is accessed via F2. (Although I hesitate to say BIOS when it is UEFI, I believe it is correctly called Setup). When I said above that I tried to modify what is listed in the Quick Boot menu, I meant that I had tried to do that in Setup (BIOS) , which is where you make changes to what will appear in the Quick Boot menu (at least it appears that way since it says Add Boot Device as an option in the Boot tab of the BIOS/Setup).
    I have never had to use the "Add Boot Device" option. I just plug the thumb drive in before I boot it up and its listed in the quick boot menu. It's actually listed twice. Once with UEFI in its description and once without it. I can install in UEFI Mode or standard mode depending on which option I select. I do believe if the thumb drive is not created properly and is not bootable that it won't be listed at all in that menu.

    I made a recovery drive on a Windows 8 UEFI computer. It does not show up in the quick boot menu accessed with the ESC button.

    Because the display works for setup, it still could be the Windows setting since it takes over the display.

    If he has a password setup, assume you are at the password screen and type in his password. Once it is in Windows (assuming that your are), press the Win + P. There's no telling which option you are at. Hit enter and see what happens. If nothing, hit Win +P again and then the down arrow key. If nothing, try again with 2 down arrows.

    If nothing still, you ain't in Windows or you do have a bigger problem.

    Tried your suggestions, still no go.

    The hard drive light illuminates for about a second when it is first booted, then it stays out. I don't believe Windows is loading.

    Under those two options there should also be a list of "Boot Option Priorities" On mine Boot Option 1 is listed as "Windows Boot manager" and points to Windows 8 on my hard drive. If you are missing this entry that may be why Windows is not loading.

    just the other day I was giving a acer laptop because it was doing exactly what yours is doing ,guy at the repair shop[who gave it to me] told customer the motherboard was toast ,customer bought a new laptop .

    OK, just wanted to be sure. If it had been missing it might have been an easy fix. Now were back to trying to get it to boot from a thumb drive. That or take the hard drive out and see if it is toasted. I think its just file system corruption but who knows at this point.
