    Okay I just noticed that when I restart as opposed to shutting the computer down and turning it back on, the loading screen doesnt lag. I think it still takes longer than usual when I restart though im not sure i havent tested how long restarts took before. Ive attached a boot log, but keep in mind it recorded from a restart and not from manually shutting the computer down and starting it back up so it may not show the problem?

    Starting the pc with diagnostic setup makes no difference with the boot time.

    Okay I noticed something weird. I disabled fast startup and now when I start my computer it starts in about 20 seconds and the loading circle doesnt visibly lag at all. I think there is some sort of problem with fast start up. Also, shutting down is a lot faster when its disabled, but I think that as normal correct?

    Alright seems like i fixed the problem. I disabled fast boot and shut off the computer and then turned it on again(not restart). Then I enabled fast boot and now it boots at the time it did before. Very strange lol. Now it boots even faster, in around 10 seconds as opposed to 12, but its probably because of all the tips I was using to lower boot time that wasn't really solving the main issue lol.

    Strange indeed, possibly some configuration garbage that Fast Boot kept and cleared out when you deactivated and reactivated it again. However as long as it works now is what matters.

    So I found that this problem may occur after making changes to msconfig. I just checked "No GUI Image" in msconfig and the same problem happened with the boot lagging and taking a lot longer. The same trick still fixes it. I think its just some sort of bug.

    Alright the fix from before only worked the first couple of boots and it just went to taking a long time to boot again. I recently revisited the problem and found out it was the hiberfil.sys that was somehow causing the problem. By turning it off and back on again in cmd, it would boot fast again, but only for the first or first couple boots. So i wrote a batch script to automatically reset the hiberfil and used task scheduler to run it when I log in. Works like a charm
