This all started with the installation of a 3rd party theme. To fix that problem, I did a system restore to a week before installing that theme. That did take care of the theme problem, however other problems popped up.

If I go to YouTube, I get the following error:

FlashPlayerPlugin_13_0_0_214.exe - Entry Point Not Found
The procedure entry point SetSidLengthRequþÿ could not be located in the dynamic link library C:\WINDOWS\SYSTEM32\d3d11.dll

If I close the popup, the video will load/play. If I leave the popup open longer that 20 seconds, Firefox will freeze.

If I try to run Who Crashed, I get the following error:

WhoCrashedEx.exe - Entry Point Not Found
The procedure entry point SetCheckUserInterruptShared could not be located in the dynamic link library
C:\WINDOWS\SYSTEM32\dbgeng.dll

When I try to start SpeedFan I get the following errors:

SpeedFan
Access violation at address 75F29041 in module 'comctl32.dll'. Write of address 00000001.

Application Error
Exception EAccessViolation in module comctl32.dll at 00059041.

I've ran sfc /scannow (elevated command prompt) and it reports errors but can't fix them. So I tried Dism /Online /Cleanup-Image /RestoreHealth and that doesn't work. The log from it gave this much:

The rest of the log is gibberish. Looks like Chinese characters.

I have no Local Policy Editor, I don't have Pro. I don't have installation media, this box came with Windows already installed. So, I have a recovery partition.

I'd much rather repair (if I can) than end up doing a full reset of Windows.

Your problem is beyond me. :(

But, once things get fixed, I suggest using Macrium Reflect to do a system image to restore to.
Sometimes even a restore point will fail.

Macrium Reflect FREE Edition - Information and download

I have the paid Standard version.
It was well worth the money. :)

Someone will be along that can offer some help. :)

@ Odos270:
Have you tried any of the options in the following link?
(I'm not even sure if you can access Recovery through these options, I've never had a Recovery partition so I can't remember but it's worth a shot I guess)
(If it asks for installation media I don't know what to suggest)

Mr. Bailey's suggestion is precedent these days! :)

I did a complete scan of C with Malwarebytes and Kaspersky. Both found nothing. Then I did a scan with AdwCleaner. It found some stuff in the Registry. I had it remove what it found.

After the reboot I ran both sfc /scannow and Dism /Online /Cleanup-Image /RestoreHealth. Here's the results:

Microsoft Windows [Version 6.3.9600]
(c) 2013 Microsoft Corporation. All rights reserved.

C:\WINDOWS\system32>sfc /scannow

Beginning system scan. This process will take some time.

Beginning verification phase of system scan.
Verification 100% complete.

Windows Resource Protection found corrupt files but was unable to fix some
of them. Details are included in the CBS.Log windir\Logs\CBS\CBS.log. For
example C:\Windows\Logs\CBS\CBS.log. Note that logging is currently not
supported in offline servicing scenarios.

C:\WINDOWS\system32>Dism /Online /Cleanup-Image /RestoreHealth

Now Action Center says that Windows Firewall is off (in Services it shows as On and Running) and it's not showing Kaspersky. So I'm getting the message that Windows Defender is off. Uh... DUH! Kaspersky IS running.

@Edwin, I was hoping that I could repair rather than "refresh" or "reset" (I've done both with this particular box) because reinstalling everything is an all day job. :(

Oh how I miss the days when you could pop your Win98 CD in and have it pull files from the CD.

Kaspersky has been problematic in some machines. Uninstall it using their Removal Tool, reboot and do your scans, sfc and dism, and see if there is any improvement. You could always reinstall it if you wish if your problem is not resolved.
