This all started with the installation of a 3rd party theme. To fix that problem, I did a system restore to a week before installing that theme. That did take care of the theme problem, however other problems popped up.
If I go to YouTube, I get the following error:
FlashPlayerPlugin_13_0_0_214.exe - Entry Point Not Found
The procedure entry point SetSidLengthRequþÿ could not be located in the dynamic link library C:\WINDOWS\SYSTEM32\d3d11.dll
If I close the popup, the video will load/play. If I leave the popup open longer that 20 seconds, Firefox will freeze.
If I try to run Who Crashed, I get the following error:
WhoCrashedEx.exe - Entry Point Not Found
The procedure entry point SetCheckUserInterruptShared could not be located in the dynamic link library
C:\WINDOWS\SYSTEM32\dbgeng.dll
When I try to start SpeedFan I get the following errors:

I've ran sfc /scannow (elevated command prompt) and it reports errors but can't fix them. So I tried Dism /Online /Cleanup-Image /RestoreHealth and that doesn't work. The log from it gave this much:

I have no Local Policy Editor, I don't have Pro. I don't have installation media, this box came with Windows already installed. So, I have a recovery partition.
I'd much rather repair (if I can) than end up doing a full reset of Windows.
