I've just done a fresh install of windows 8.1 onto my new SSD, everything was running fine I downloaded my drivers etc then installed ESET Antivirus and rebooted. Tried downloading more stuff and now it won't let me!
I've even un-installed ESET incase that was causing it and the error still persists. UAC is also turned off.

This only happens with .EXE Files I can still download .ZIP and stuff

Just tried the Guest account and it can download files fine? I'm the ADMIN on the other account how come guest can download what I can't! This is ludicrous

Most likely the security settings for your main account is messed up. Try using Fire Fox or Chrome and see if it works. If it does, then you need to go in and do a reset on the Internet Explorer settings.

When the OS is telling you that something cannot be done. It is protecting the OS from possible damage. Especially that most malware files use the .exe extension.
