    A program is preventing shutdown

When I shut down my computer, I get this thing that a program is preventing shutdown. It doesn't tell what's the name of the program, it only says that "This program is preventing shutdown".

How do I find out what is it? I am scared if someone is hacking me.

Can any hacker see my webcam or my pictures without putting any malware or virus to my computer and without me doing anything so they can see me?

My computer is HP Pavilion 15 with Windows 8.1.

I live in Finland, so is any government or police really spying on me too just to see if I do any illegal things or not?

Could be your antivirus running tasks. Open Task Manager to investigate.

I really can't find out with the Task Manager that which program is preventing shutdown.

And in Task Manager, I can't find any malware or virus programs running.

And then again, Malwarebytes is always running in my PC and the scan is always running automatically. It doesn't detect any bad programs though.

But I am scared if there is some malware program that pretends to be a good application so they can bypass the antivirus detectors and not be caught?
