Your system administrator has blocked this program

I'm on windows 8.1 and since i updated from 8.0 to 8.1 when i Run as Administrator (on the command prompt from the desktop running as a regular user) it just says "Your system administrator has blocked this program. For more information, contact your system administrator".
It used to prompt for the administrator password.
Same thing if i try to install a new program as regular user (used to prompt for the password - no more it just says its blocked).
I have to log in as an admin.

Help -What setting can re-enable the password prompt again?

You should never need to run programs as administrator. Doing so. Opens your system up to allowing malware to take over.

As for installing. As long as you are signed in with the Microsoft login. Programs should install just fine.

Unless the program installs on the local profile, it will ask for administrator rights.

Couple of reasons for this error.

1. UAC is messed up and not set at the default level, causing it not to apply administrator rights to the machine. Can usually be fixed by setting back to default again. You know if UAC is bugged if everytime you run as admin, it never asks for a password or a yes or no question.

Unfortunately fixing UAC requires administrator rights to change it (which is broken), so if you do not have another account on the machine then you will most likely need to re-image your device.

2. If its a domain computer (i.e your jobs computer) then the group policy set to your machine prevents you from using administrator rights, in which case you need to call your I.T.


3. A rootkit has infiltrated the system and ruined core components of Windows in attempt to make itself harder to remove.

I do have another admin account the machine and set the UAC to default and rebooted - still no change. (UAC had been set one level down).

The computer is not on a domain - its our home computer. It was in a network workgroup. I removed it from there and rebooted - no change.

I don't think i have a rootkit but i guess you never know. I have firewall, antivirus running,etc;
I don't use a microsoft login for this regular user account - just a local user id.

I have another windows 8.1 machine with only an admin account that i use. I will try to create a local normal user (nonadmin) account on there and see if it works there.

I still think UAC is the issue, even if you changed it. From my experience if changing the level of UAC to default does not work, a re-image is usually necessary. At this point I would recommend the Windows 8 Refresh method, which re-images your machine while keeping your files. All of your programs will usually include a website link to reinstall them.

Rootkits are the hardest things to remove, so it would not be surprising if a virus checker does not remove or detect it.


You could try creating a new profile and then running something as your main profile, simply by forcing it to run under administrator like you are suggesting.

But ultimately I would recommend refreshing your computer.

I've tried several rootkit detectors and they didn't find any rootkit but could be. I suspect more of a mixup in the registry from the upgrade from 8.0 to 8.1.
I noticed in 8.1 I can no longer create a local user - i needed to have a microsoft account. I created a new user on this machine and same problem w/ that user -not prompted for a password.

I may reimage it just to be safe and fix this.
