Windows 8.1 - Add 2 System path -Add environmental Variabl

I'm currently running Windows 8.1. This is the first time i've used Windows in about 5-10 years so go easy !

I have some software called "pingy" which is required to be installed on my computer. When i download and extract the software there are three files --> BIN, ENV & TEST

Here are the steps i'm meant to be following ...
    1. install the software to the C:\pingy
    2. add C:\pingy\bin to the system path.
    3. add a new environmental variable PINGY_ENV_PATH
    containing .;C:\pingy\env

I can't figure out where to up these variables etc....

    1. Opened up control panel
    2. Clicked on System and Security
    3. Click on System
    4. Then onto Advanced system settings.
    5. Then clicked on Envrionmental Variables

Now is have the Environmental Variables box showing. I see 3 things in "User Variables for me"

At the bottom of the box i see "System Variables" which contains many values....

I'm not sure where each variable goes, i've googled around and had a look at some youtube videos but nothing seems to work.

thanks in advance for any help

Pingy is Malware. You do not need it. Now you have to go through a whole set of Malware removal steps to get rid of that malware. "pingy.exe is a destructive and disturbing malware threat that may modify security processes in task manager and obstruct your access to msconfig and regedit. Upon injection, pingy.exe may hide from security tools by installing itself into low level system processes. pingy.exe may monitor your system activities and alter or damage system files."

    See kiss - pingy.exe - Program Information
There is a link in there to give you steps how to get rid of this trash.

I'll just assume that we have all seen this post, or had the issue our selves, at some point. I too was not lazy about this and searched Google, bing, and every forum on earth (including this one) for a solution. I was told, WRONGLY of course, by a web site that the Environment Variable PATH(all...
