Blue "busy" circle icon doesn't spin

My blue "busy" circle pointer icon no longer spins. It's not really a problem except I suspect that it is a symptom of a deeper problem? I have changed icons, rebooted, changed back, rebooted and still no spinning. I have done sfc and dism / restorehealth, but the circle still wont spin. There is nothing in event viewer that would point to anything related and I haven't changed any settings that would contribute to this. Any thoughts, suggestions, ideas?

Sorry for posting in the wrong section. A bit of additional information also, I have been from one end of yahoo and google to the other looking for answers. I've gotten replies such as "buy more ram" *rolls eyes* I dont have a blazing fast computer, but my ram use is never above 50% of 4gb that I have installed. There are a few open threads on win 7 forum and on MS help, but no answers. I was hoping someone where might point me in the right direction. There is a great bunch of people here and if it can be fixed, this is where it will get done. thanks for your time and have a good evening
