Solved The Customize tool bar disappeared in Windows 8.1

When I right click an app in the start screen of windows 8.1 the customize bar at the bottom of the screen does not show up. What does happen is that I get a menu when I right click with the commands on the menu. What has happened to the customise tool bar? I had it once and now it is gone.

I believe that happened in the Update 1 to 8.1. But you should now show the Task Bar at the bottom of the Start screen if you run the mouse down there.

I suppose they figured two bars at the bottom were not compatible. It is actually easier for me to use the context menu by right clicking, and each app should have options when they are open to add to taskbar or whatever.
