BUt this is not a performance problem. My machine is turned for performance.

My problem is crash to desktop.

Anyways heres an update on the situation, I just found out the stock NIC driver windows puts is the wrong one, when I installed the driver from motherboard disk device managers has a different name for it... And Im going to assume the disk driver is the correct one since I now notice a PXE NIC message before POST when I turn computer on. Im going to keep my fingers crossed and hope this fixes the CTD. Im testing right now for crashes and so far so good, but it could take hours or a few days for it to happen.

If it still crashes my next step will be to update mouse driver, thing is Razers updated drivers require username and pass and store you mouse settings in cloud, which is the stupidest thing ever, does not allow detailed sensitivity adjustments and is very basic, which Is why I run the legacy Win 7 driver. But hey you never know it could be the culprit as well. All other drivers are updated.

And the last thing I suspect has to do with punkbuster, you see punkbuster is an online anti cheat system distributed with games like BF4 and RO2. Now I haven't noticed this in BF4 when I had it installed but I am noticing in RO2 that one of the services related to punkbuster disappears at random intervals, supposedly AVs and firewalls blocking it can do this yet I have none installed at the moment for troubleshooting. Thing is usually when punkbuster fails you just get kicked from the server, but it can also cause crashes. So you never know, right now Im playing in non PB servers only protected by VAC to troubleshoot. But yet again Hitman would give same crash as well and its a single player game that does not connect to any PB servers, what it does do is go online to compare your skill stats with other players and when you get acheivements.

Whew this is hard to troubleshoot, but im doing my best.

I will keep you updated if it was the drivers I mentioned or the PB theory.

Still crashing despite the correct NIC driver and non PB servers.
Trying the newest Razer driver now.

Still got a few tricks up my sleeve in case this doesn't work, since you mentioned AMD FUEL service, what it does is control power option video card and it may be failing cause I have CCC (catalyst control center) disabled, they say it hurts performance but let me see if leaving it enabled will make a difference if this doesn't work.

There is a chance it might be a few system tweaks I do whenever I do a clean install such as disabling superfetch and prefech since an SSD doesn't need them but with windows you never know, going to have go through that guide and set things back to default see if that makes a difference.

Long time no post but this issue is still not resolved....

I had my entire network hacked and thought it was due to this, but im entirely new hardware now and im still crashing.
So I think we could rule out hardware as a problem since im on all new parts. What on earth could be causing this crash? So far Ive only installed red orchestra 2 but got the same exception code crash with locale id 1033. As well as a few IE crashes with same exception code.

This is a BSOD forum - that's for kernel space crashes.
Although I do have some experience with user space crashes, it's not nearly as much as those in the Performance & Maintenance - Windows 8 Forums

If you wish me to continue working on this, then let's try another set of reports:
    1) Please provide this information so we can provide a complete analysis (from the Pinned Topic at the top of the forum): Blue Screen of Death (BSOD) Posting Instructions Please use Option 1 as it provides Event Viewer logs.

    2) Please do the following:
    - open Event Viewer (run eventvwr.msc from the "Run" dialog))
    - expand the Custom Views category (left click on the > next to the words "Custom Views")
    - right click on Administrative Events
    - select "Save all Events in Custom View as..."
    - save the file as Admin.evtx
    - zip up the file (right click on it, select "Send to", select "Compressed (zipped) folder")
    - upload it with your next post (if it's too big, then upload it to a free file-hosting service and post a link here).

While waiting for a reply, please monitor your temps with this free utility: HWMonitor CPUID - System & hardware benchmark, monitoring, reporting
This isn't required, but it may be helpful.

    Here ya go.

Check it out, I just looked at it, you can see a crash for rogame.exe at 10:05, I see nothing suspicious happening before it. What do you think?

An outstanding post by Cluberti here: Numerous event id 10016 errors win 8 pro 64 bit

Try it and see if that stops the problems (this relates to the numberous DCOM errors that follow the rogame.exe error).

You choose what you do to your system and what you don't do.

But, quite frankly, I'm out of ideas here.
