It seems that toggling the setting shown below temporarily fixes the issue, but it returns after a short time.

I think the issue may have something to do with metro apps.

Thank you again for your responses!

That's how I set it and now cursor hesitates only when on the bottom right corner and charms bar appears.

I don't get any hesitation anywhere when going from screen to screen. I have spots in the top corners where the cursor won't go from screen to screen at all unless I move it down a little. It has to do with my monitors being different sizes and not lining up edge to edge though.

I too have 2 monitors of different sizes, an LG 22" (main left) and Acer 19" to the right (different resolutions) but lining up edge to edge has nothing to do with it.

Yes, different situation. For me the cursor just hits a brick wall in the top corner. I lined my monitors up so the bottom edges line up. My cursor is more likely to be low on the screen than high up so going from screen to screen is easier that way. To get any kind of hesitation from the charms bar coming up, I'd have to move the cursor really really slowly. Wish I could be more help but that's all I have to offer.

Tis' the nature of the beast, i'd say, oh well (deep subject).

Hmm, well I use a 5600 DPI mouse so I doubt I'm going too slow. The problem doesn't occur when I quickly drag my mouse, mind you. This is really frustrating, so I appreciate your attempts to help!

Do you happen to have an AMD GPU? Well I see you don't but I just upgraded drivers for my 7970 and I just started having this issue. It's very annoying. I wonder if it's a setting in CCC but I can't find anything.

I've established that the issue begins when I open a 'Metro' app.
I'm still looking for a solution to this issue so any further assistance would be much appreciated.

    Thank you for your responses!

This same thing started happening to me today too. I did open a metro app before this started happening as well, though I've used them before without it happening so it may be a new bug. In any case a workaround that just worked for me was to set the monitors to duplicate and then back to extend. No sticking on the edge of the screen anymore after that.
