Computer Stays off When Rebooted

So as the title states, anytime I reboot my computer from Windows it doesn't boot back up on it's own, it just turns off as if you told it to shut down. I looked in the BIOS and didn't see anything to the effect, and searching around online didn't turn up anything useful. I'm not really sure whether this is a software or hardware issue. Anyone have thoughts on this? (specs are filled out in the my system thing)

Make "New" file (shortcut) on desktop and put this "%windir%\System32\shutdown.exe -R -F -T 00" (no quotes) in Target field and see if works.

With that shortcut it did reboot properly, so it appears that the issue is with the reboot option in the start menu then.

One of those parameters got changed somehow. You can stick that shortcut to Task Bar and on Start to be handy to get to. That's what I use, don't like going to the default places. You can also make shutdown shortcut same way but using parameters : "%windir%\System32\shutdown.exe -s -f -t 00" or Hybrid Shutdown using : "%windir%\System32\shutdown.exe -s -hybrid -f -t 00".

Really I'd prefer to fix it because anytime I tell the system to reboot, could be from windows update or an installing program, it just shuts off and stays off. It's particularly annoying if I'm accessing the machine remotely and I'm not there to turn it back on if it stays off.

Oh that's another story, I don't know right now where the parameters for that are at, must look for it.
