Solved I can't download any program, computer acting crazy

Ok so everything started today, I tried to save a document on word and nothing happened. The only way to save it, was to run word on safe mode . I tried things with notepad and local host things like it said on google, but nothing worked. It's still not fixed but that was only the first problem.

I ran a virus scan and found minor issues. I deleted them pretty easily. It didn't change anything.

After that, I tried to run Steam, it didn't work too, like word. I uninstalled Steam and when I tried to install it again, this error popped: ''Error! Can't initialize plug-ins directory.''
I ran CCleaner and removed useless data, nothing happened, but I lost with that my google chrome settings (extensions etc). I tried to reinstall Reddit Enhancement extension but this error popped: ''Could not install package: 'COULD_NOT_CREATE_TEMP_DIRECTORY''. I can't install anything. AD block doesn't work too.

Now I'm desperate and I really have no clue why my computer is acting crazy like that. Please help :(

PS: My first language isn't english so I might have done some mistakes. I also don't know a lot about computers.

Try to do a system restore to before this happened like a week ago, just to be safe. I could not open up any programs do to a virus but a system restore will help

I tried to do that with an update from one week ago and it said it couldn't complete it (may be because of the anti-virus but I didn't notice at first). So i used the restore point before the steam uninstall and it didn't work too. I turned off my anti-virus and I tried it (the before steam uninstall version) again and it finally worked, but I was still stuck with an unplayable steam and uninstallable apps.

I then realized I could probably make the one week version work, but I didn't see it anymore. I tried to undo the restore to may be have the one week version option back, but I still only see the same 2 options:
-undo the restore
-restore before steam uninstall

#dukethedj I used it to show the one week the first time (where it failed). Now, I don't know why but I can't click ''show more'' anymore.

#David Bailey I just did the test, there was a black window with a scan. When it reached 100% it said, press any key to continue. I pressed enter and the window closed. It looked like it didn't work. Nothing else happened.

Ok so now I'm trying to remove everything and reinstall Windows, I did the backup and everything, but when I click Get started it says ''Insert media Some files are missing. Your Windows installation or recovery media will provide these files.''

Now I tried to follow that : Overcome Windows 8.1 Upgrade Errors With A Legal ISO Download
but when I download the windows 8 setup like it says in the article, an error pops up: ''Install windows We are unable to create or save new files in the folder in which this application was downloaded. Please check the folder properties to make sure that you have security permission (I do) on the folder to write files and that the folder is not read-only.''
I'm pretty confused because I already have a CD of Windows 8 installation with the CD key, so I don't really understand what I need to do.
