folders in metro?

No.

You can drag/drop tiles around to where you want. Or select a tile, and right-click, to make it large (rectangle) or small (square). You can create new groups as well. Zoom out (mouse to lower right corner) and you can move groups around.

The closest you can come to a folder on the start screen, is to go into desktop, create a folder, put a bunch of app short-cuts into it, and then right-click the folder and select "pin to start screen". Now you can click it on the start screen, and it'll open explorer on the desktop with all your short-cuts there.
