Problem with File explorer

I'm having this problem where I can't access file explorer. When I click it it seems to reset itself and nothing else happens. The only way I can access my files is by finding them through the "search" option, they all seem to be fine. I've been told to use the command "sfc/scannow" in the command prompt (Admin) but I cannot also access that. The command prompt (Admin) refreshes itself but not the normal command prompt. Another time it refreshes itself is when I right click on any shortcut in the desktop. I really believe its a windows 8.1 problem because it wasn't doing this when I only had windows 8.
