Keyboard settings not highlighted in settings bar (right)

i am unable to access "keyboard" settings when i bring up the right handside settings bar, it seems to be grey'ed out and unable to click on it. help

On a desktop, the Keyboard option in the Settings charm is used to select a language or keyboard input method when you have more than one added. If you don't, then Keyboard will be grayed out and nonfunctional.

If you have a touchscreen, then the Keyboard option will have an option to open the Touch keyboard and handwriting panel in addition to the above.
