Win 8.1 Shutdown doesnt complete, Restart powers down

Hi, win8 forum.

i had windows 8 enterprise 64 bit OS running fine with my HP Pavilion 15-e033tx Notebook.

I was having issues so i decided to update my drivers. I had previously bios VersionF.08 and the hp support page showed that there was an update to the bios namely VersionF.21.

After updating the bios the problem started, when i shutdown the lights stay on and the notebook goes blank after the 'your system is shutting down screen' but the power,and all led lights are still on and dont turn off. i have to hold the power key to force shut it down.
If i restart it , it says 'pc restarting' , goes blank and then all power goes off. System does not restart.
(this is how i have been shutting down my system now)

i rolled back the bios and it fixed the issue.

Then i fresh installed win 8.1 pro (2 days ago) , and it has only VersionF.21 bios available. Same problem again.
Hp Support assistant showed a new bios update Insyde F.22 .updated to it, But the problem is still there.

I've searched the other posts with similar problem and i cant seem to fix this. Please help
needless to say Hp driver support is horrible and i'm not getting any solutions from them.
