"Busy" circle cursor doesn't spin

It's inconsequential but really bugging me, that the blue circle "busy cursor" doesn't spin for some reason. If I go to the pointer options and click OK, it works, but as soon as I logoff or reboot it stops spinning again.
How do I fix this?

Have you tried running sfc /scannow in elevated command prompt ?

Huh. That actually did the trick surprisingly even though I only recently installed it and barely used it.

Spoke too soon, the problem is back and I haven't even used that computer since the last time. SFC doesn't solve anything.

Go to pointer options, select different option for waiting from the dropdown menu, reboot, open the pointer options again, select the Default at the bottom, reboot and see whether it rectify the problem.

I've tried that several times and each time it works at first, then stops working again at random.
