Windows 8.1 Errors Galore

So recently my computer started having weird symptoms like broken start menu links and many crashes so I wanted to go into safe mode to do some troubleshooting but found that I had forgotten my password (I use a pin code and safe mode does not allow pin codes) so I went back to the regular boot and when I clicked PC Settings it opened up like it always does but after 2 seconds of being open (it only showed the little gear icon with the purple background) it crashed back to the start menu. Now I'm really confused so I try to run system restore using a point that was a month old (I remembered an instance where I did open it succesfully about 2 weeks ago) but it finished with an error and said nothing was fixed (or changed) so at this point I'm pissed so I run the system refresh (through the recovery options at boot) and it finished with an error as well and said nothing was changed, at this point I've ran almost every error diagnostic tool offered by the OS and they all finish with some bogus error code. After some time I got the password changed using cmd but even when I go into safe mode it still does not work (PC Settings or Refresh). Also something I find peculiar is that I have a pending update but every time I try to install it the window comes back with yet ANOTHER error code. I have no idea what to do at this point and I am surely not going to cough up the money for the installation disc (usb for win 8 :p ) unless I most certainly have to.


Other issues I've seen:
Powershell is crashing upon starting the program
Select websites have been changing fonts on chrome but no other user has reported said changes.
Extremely slow internet speed even though it's receiving the full speed from the router.
Apps are reporting errors randomly.
Memory is at 60% (it's never been higher than 30%) after several explorer.exe instances started.

Probably more but I can't remember.

Also let me mention that it is NOT malware or viruses, I have Webroot SecureAnywhere Complete and it is not reporting any errors.

No AV in the world finds 100% viruses, so unless you scan your computer with at least one other, you can not say, that it is not malware or viruses. You might try HitmanPro 3 - SurfRight, it scans PC really fast. It would not hurt to run https://www.piriform.com/ccleaner - do not forget to uncheck removing cookies and saved password for your browser, if you want to stay logged in to webpages. Use Wise Care 365 Free Free Download to clean registry and so on. it is not a good idea to do usually, but your OS is already messed up, so. :rolleyes:

The other option is to use System Restore - How to refresh, reset, or restore your PC - Microsoft Windows Help - to the date, when everything was working, but I would not risk it at first with OS at this stage.
