W8.1 wouldn't refresh or restart my pc

In fact none of the recovery options were working, I clicked on one and it only took me back to the main screen again.
This happened after some of my apps weren't working anymore and I decided to refresh my system.
I installed this Windows from an usb stick though, could that be it? Could Windows not be recognizing my usb stick in the recovery tools screen?

I then had to format my Windows 8.1 partition and reinstall from the stick. Good thing I use my Windows 7 partition's programs in d:\Program Files in Windows 8.

Any suggestions, please?

I tried refresh once, used a USB setup. Never again. It said the refresh was finished but It wouldn't restart.
I took a chance and reloaded the bios before I formatted. It worked for me.
