If you go back and look at the Resource Monitor, does the Disk Activity window show what or where the G: and E: partitions are being written?

I am not sure what units the Disk Queue number is in, but if it means seconds, 12 would seem to be a very large number.

Any chance the drive is going bad?

Have you tried changing the Sata port the drive is on?

The drive could be going bad. I will try changing sata ports. give me a few minutes and ill get back to you.
And if it is going bad how could I back it up before everything goes bad. I have over 500 GB of stuff on it and it would take ages to get it back.

Alright. I switched SATA ports around and it seems no matter what port a drive is in "Disk 0" is stuck at 100% usage. So now my C: drive is stuck at 100% usage... WOW it just dropped to 1 percent for a minute then up to 20... now its wait... heres a screen cap Gyazo - e2f216f98b84b343912b5723c359f899.png

okay now its been stable (up to 10% or so) for about 3 minutes.
