Programs constantly hang/stop responding on Windows 8.1

So I'm using Windows 8.1 Pro on my laptop and everytime a program hangs for a second, a "this X program is not responding" message appears and it's getting quite irritating really. I understand that programs might hang here and there because I'm on a low resource laptop but everytime this happens, Windows think the program completely crashed and the dialog appears everytime. I did have the same hanging problem with Windows 7 before (mainly with programs like Firefox and such) but the message didn't appear everytime. Help would be appreciated.

I think the key here is that you're on a "low resource laptop". I checked to see what your system specs are and all I see is that your computer is a laptop and you have Windows 8.1 Pro.

We need more information than that before we can help you:

    Brand Name of Laptop
    CPU type and speed.
    How many GBs RAM?
    How many GBs HDD space?
    Video card or integrated?
    GPU type and speed.

My first suspicion is that you have too much operating system for your "low resource" computer.

I wish I could offer more help, but I don't know enough about your system yet.

Do a 'sfc /scannow' (without the quotes) in a Command Window as Administrator. Also some Internet Security & Anti-Virus/Malware software can cause the OS to stop or hang. Also run a 'chkdsk /f' in the Command Window and reboot.

To give us the info requested in post #2, download Speccy and post the results.

Sorry about the inactive time, I was on a business trip away from home.

Brand Name of Laptop : HP-2000 Notebook

CPU type and speed : AMD E-350 Processor, 1.60 GHz
How many GBs RAM? 4 GB
How many GBs HDD space? 278 GB
Video card or integrated? ATI AMD Radeon HD 6310 Graphics
GPU type and speed : I don't know the clock speed for my GPU

So yeah, I don't think it has to do with my computer because AFAIK Windows 8.1 takes less resources than Windows 7 does. I'm still having the same issues with every program that periodically hangs. Like I said, I am used to this hanging issue, I've had it when I was running Windows 7 but the same issue appears in Windows 8.1 but the "not responding" prompt appears instantly unlike Windows 7. This is really getting on my nerves and help would be greatly appreciated.

Forgot to add that I ran a sfc /scannow and no errors were found. I defragmented my HDD, I did a HDD/RAM test, I constantly clean my computer using CCleaner (without touching the registry), etc.

Only running Chrome with about 5-6 tabs open. I noticed that everytime I open a program or the Task Manager itself, the CPU usage spikes up to ~99% for a very brief period of time and falls back to normal. I'm really considering going back to Windows 7 but at the same time I don't feel like doing so because it is too much of a hassle to set everything back up again.

I just thought about this. Is there a way to make Windows 8.1 stop immediately making the "not responding" dialog appear? In other words, is there a way to extend the time lapse of it?

    8 & 8.1 are trash

Since updating to 8.1 from 8, my "not responding" comes up more frequently. In both Firefox and IE. I have 4 tabs open. Half the time if I have Explore open, it will do it to that as well. When I try to edit pictures, it does it as well. Actually, it does it in every program I open.

As far as I am concerned. 8 & 8.1 are trash. They keep showing me the icon to upgrade to Win10. I am wondering what happened to Win9? Was it so horrible they just decided to not use it at all??

I've had this computer about 2 years. Not impressed by Windows 8 or 8.1. 7 on my work laptop works awesome.

Attached is a pic of my task master. 4 tabs open in FF.
