Can't run exe also can't refresh

    Windows 8.1
Having a problem trying to run exe's. Adware Cleaner, AdwCleaner.exe fails. CCleaner, ccsetup410.exe works.
Junk Removal Tool, jrt.exe fails, Malwarebytes mbam-setup.exe works.
    This just started.
"A required privilege is not held by the client" when I try to open the above.

Also, I went to do a Refresh and it told me "Can't find the recovery environment"

I don't know whether the 2 are related.

The setups that work probably use Windows installer and run at higher privilege. Not sure how that helps you though. Seems like something hosed the security attributes. Can you run a restore point?

Maybe you caught some malware/virus that prevents some antivirus programs from opening.
You mentioned that malwarebytes works, ran a scan asap.

There's only one RP which is unusual. I create them every time I'm going to mess with the PC.
(Disclaimer: I have a small (One Man) IT business and am prone to try any new upgrades or features to see how they work.)
Haven't done anything that might bring this about.

I couldn't use Refresh so I'll give restoring a try and get right back.

    SysRes didn't do anything.

I'd like to try Refresh but that's also a problem.

"Could not find the recovery environment
Insert your windows installation or recovery media and restart your PC with the media"
Should I do a new Post?

Try a command prompt with rstrui.exe

    to pull up system restore.

    System restore didn't do anything.
Also, My IE is now "Internet Explorer Has stopped working...."
This is a dual boot system with W-7Pro which, obviously, is working OK.
W-8 has become my primary OS for my work so I have to get it running.

I went to make a Recovery drive but, as this thing is slowly sinking, I can't check the "Copy the recovery partition>>>>"
    So refresh is out.

Since I installed 8.1 from the store, can I use a downloadable Install or .iso to get a recovery back?

I think I will use Brink's tutorial and do an install/repair.
I'll let you know if that works.

Or, if you can boot from CD/USB you could boot a rescue disc and run AV scans etc..

It might just be a malware.

I can use the PC with limitations.
    Ran JRT, Malwarebytes, nothing.
    I'm able to update Malwarebytes.
