Win 8.1 Pro. Laggy and slow

So I did a clean install and have just some basic programs installed like dropbox, evernote, office 365, java runtime, silverlight, dot net, firefox, chrome, vlc and adobe acrobat and my PC is laggy and slow. Performance Options been set to Adjust for best peformance (all have been switched off). Installed no drivers. Opening an explorer window or an application has delay and laggyness. Program opening and closing has some lag.

How do I investigate what is responsible for this and ensure a lag free experience? I'm certain its laggy. Other than me feeling the slowness or laggyness is there a program to determine and confirm this?

My config is given below :

    Intel Q6600 2.4Ghz
    Intel DG33BU motherboard
    4GB RAM
    128GB Samsung 840 Pro SSD

    Thanks

Actually Samsung 840 was installed in my laptop. My desktop which has the problem I described has Kingston 200 V+ 60GB SSD. No drivers are needed according to Kingston's website.

The proc, mem and mobo are a good 6 years old. Never installed any drivers and it was doing well. Original HDD was 7200rpm SATA. Present one is SSD SATA. Never installed any drivers for the HDDs as well.

This problem wasn't there when I was using Win 7 SP1.

I don't know if my drivers & yours are the same.
If any of yours match any of mine you could compare version & date.

One of the RAM sticks was creating the problem. I removed the RAM stick and placed it in another DIMM channel and the snappiness is back again . Thanks all.
