Issue with 8.1 upgrade from 8

I recently updated from windows 8 standard to 8.1

ran into a couple problems, first i had to download a few "extra" drivers/software, and downloaded the AMD Catalyst Beta for my system, and since the upgrade I found some issues.

I have a WD passport which I store some movies on, in windows 8 i had NO issues, video quality + latency had no issues, flawless streaming and amazing quality (compared to now).

with the 8.1 update I found the stream is glitchy, and the quality went from 10/10 to about a 7/10.

    anyone have any ideas?

    AMD Radeon HD 8600/8700M + 8650G

I downloaded the AMD Beta driver BEFORE upgrade and had no issues...

I've got a HP Envy x2 and I began to run into some problems when I upgraded to 8.1 as well. I'm no expert, but I would suggest refreshing your PC, if you haven't tried that already.

Running sfc & dism in this batch file MIGHT help.
    It won't hurt anything.
I altered the code so they run one after the other.
I put in a pause so the window doesn't disappear when they are done.

When downloaded, right click it & choose Properties & Unblock it.
Right click it again & choose Run as administrator.

    dism.bat

They will take some time to finish.
    Be patient.

I made this one to run sfc, dism, & sfc again
    3 scans.
    {Time consuming}

If you chose to run the updated batch file you should see something similar to this when they are finished:

You could do what I'm gonna do, reset back to factory settings if your PC came pre-installed with Windows 8. Windows 8 seems to be much better than 8.1. Personal opinion.

But if you do do that, make sure you back everything up.
