The 'broke computer' is 64 bit as well as the working computer. The working computer acknowledges that the cable is hooked to it, but no files or file/drive letter appears under 'computer'. The broke computer is Windows 8 and the working computer is a Windows 7, both desktops.
As the working PC is x64, check in disk management, as the HDD may be OFFLINE.

Even if I hooked a cable to the working computers' HD and I was able to see it on my other computer (laptop) that I used to look at both hard drives? In other words, the broke computers' HD did not show up, and the other working desktops HD did show up (I am using my laptop, (a 3rd computer in this conversation)

Win XP x32, Vista x32, Windows 7 x32 do not have the drivers installed to read GPT set HDD's.
Ah, quit right, my bad, sorry.

What does disk management show the HDD as being.

Can you post a screen shot of Disk management?
