Can't get into Windows Boot Manager to change boot order.

My Dell Inspiron 660 is 2 months old. It came with Windows 8 preinstalled. My problem: I am trying to change the boot order so I can boot from CD ROM as a first option. I have tried using the "F" keys on boot, but it just ignores me and goes on to boot up. I have also tried the "Advanced Options > UEFI Firmware Settings" in "Change PC Settings" and got the same results. I spent some time on the phone with a Dell tech. After trying all the things I had already tried, he and his supervisor decided I must have a bad Motherboard. Does this sound right? Is there any way to repair this problem?

The option your looking for is located in the BIOS. Try using the Del key to access the BIOS setup screen on startup.

That doesn't work either. I just tried it again.
    Thanks

This was taken directly from the owners manual on the Dell website. Look for the Boot tab.

Note: you must press F2 repeatedly until you see the BIOS setup screen.

Windows Boot Manager should always be first boot device, use the One Time Boot Menu.

I know, I have done this over and over. I simply isn't working. It boots to my Desktop. I have done this with <F1>, <F2>, <F12>, and Delete.

The manual also suggests disconnecting all devices from the computer before attempting to enter the BIOS.

    theog,
I just tried that again. The PC just sits there until I have to power it down. I then rebooted with disk in. The PC boots directly to my display. There are NO splash screens from boot to display.

Hallo, After creating a UEFI bootable USB thumb drive with Rufus (using Windows 8.1 Enterprise ISO x64), for a Dell Optiplex 3010 (configured as UEFI only, no CSM, latest firmware version, Windows 8 installed), I didn't see a USB boot option, so I tried to add one manually. Unfortunately I...
Hi Shawn, Your tutorials are great! I'm very frustrated. I'm trying to boot Windows 8.1 from DVD (for Nero backitup.) I can get to the advanced settings option and even to the UEFI option. Once I get tothe UEFI restart the computer shuts down and then just sits there - power light on - but...
Hi guys. Not sure if this is the right place for this, but here goes. I have Kubuntu 13.10 and Windows 8.1 installed on separate drives on my computer. Dual-booting through the Linux bootloader works fine, as in I can boot either Win8.1 or Linux without incident. However, whenever I boot...
