Solved Keyboard in Settings Charm: Purpose?

What is the purpose of the de-activated keyboard in the settings? Is it for an onscreen keyboard?

Hi Dawnz:

If you add a language wherein the keyboard keys serve a different function, that is where your keyboard choices reside.

The on-screen keyboard can be accessed in 'Ease of Access' or for touch devices, right clicking the Taskbar►Toolbars►Touch Keyboard.
