Need help creating a recovery drive.

Hello,
so one of my computers entered a boot loop and I'm pretty sure the only way to fix it is using a recovery drive. Only problem is the only other windows 8 PC in the house doesnt let me create it.
I go through the steps outlined in this thread: http://www.eightforums.com/tutorials/5132-recovery-drive-create-usb-flash-drive-windows-8-a.html but i get stuck on step 6.
When I insert a USB drive the create recovery drive setup doesnt seem to recognize it. It just refreshes (which shows that it detects a usb being inserted) but nothing shows up. Oddly enough, I can access the usb drive through my computer and copying/moving etc files still works.
How can I make it so it appears?

Are you inserting the drive before or after pushing “Next” in step 5?

I tried inserting it before as well as after. No difference. Not even when I restart the computer.
Also, I tried both selecting the check box in the previous screen and leaving it unchecked, no difference.

Does it get assigned a drive letter when inserted?

No, just the name of the usb comes up, but it doesnt appear on that screen. It only shows up in My computer.

It gets recognized? You can access it File Explorer then?

Yes it does get recognized and can be accessed through explorer.

You may want to check similar steps there.

Try downloading MiniTool Partition Wizard Home Edition , assign the plugged in USB drive a drive letter and then try again.

It can also be performed within the OS without 3rd party.

Windows key + X > Choose Disk Management > Right-click on the drive and select "Change Drive Letter and Paths" > Choose a letter.
