How to get screen to blank and windows 8.1 to nap

A cry of help from one whose laptop refuses to screenblank and also to go to sleep. I've tried the usual by going to Power Options and making sure everything is in sync there but nought works.

I'm wondering if the following will help. Will the download work in Windows 8.1. I am referring to what is pasted below ...

"Windows To Go" Sleep - Enable or Disable in Windows 8

To Enable Sleep in "Windows To Go" Workspace
NOTE: This is the default setting.

    Hey mate,

Don't use that tutorial, as it should not apply to you and your windows 8.1 (basic) version. That one is for the enterprise version, as stated:
    Information
This tutorial will show you how to enable or disable standby sleep states (S1-S3) on the Windows 8 Enterprise "Windows To Go" workspace USB flash drive.

Unless you use hibernate, try disabling it: Hibernate - Enable or Disable - Windows 7 Help Forums - the reason is probably to do with the hardware/drivers of some computers, and the fact that they sometimes have problems with this feature.

Use this tutorial to change power options - scroll towards the bottom to change to the 'sleep' state: Power Plan Settings - Change - Windows 7 Help Forums

Nothing is set to automatically hibernate Dusty. Also, I am using Windows 8.1, not Windows 7. Any other suggestions?

Those links are to the more popular windows seven forums, but they are the same for windows 8 and work just as well. Did you complete them?

"How to change power plan settings" ... been through that and have used those settings for ever. Also, I happen to use Hibernate.

In addition, make sure windows has all recommended and important updates installed. Is this your computer: Toshiba L675?:
If so, go to the Toshiba support website and install drivers for your windows 8.1 computer, either 32 bit or 64 bit. If you don't know, look at the first part of this tutorial to find where that info is located: Computer Name - View and Change - Windows 7 Help Forums - in Control Panel\System and Security\System

Try temporarily disabling hibernate in order to see if there is improvement. If not, go back:
So, after following the advice in Post 2, if it doesn't help, then choose the options for hybrid sleep in the tutorial in Post 2, unless you prefer hibernate only (so then choose the advice for hibernate settings in Post 2)

Rhetorical question: Might it be yet another case of Norton's excellence shining through?

Only time can provide answer to the great mystery.

    ^Excellent advice.

I don't know what Antivirus you have, but please tell us, and we can check to see if that is the problem. Also include any mention of non-Microsoft firewalls, cleaner or optimizing programs, non-mincrosoft defragmenting softwares, etc.

I've used Norton products since '92 ... nay, this is not Norton's fault. This is usually the avenue one takes when we can find nothing else. This problem only began a week or so ago.
I'm using an ASUS ROG (see my specs). I use Diskeeper and have for years. This again is not the problem. No other firewalls than Norton. Hibernate is disabled in the Power Options. Hybrid options are off. All drivers are up to date including Windows 8.1. I've even tried the all in all fix which is the infamous Reboot and that doesn't boot out the problems either.

The "I used it for years" argument doesn't work because these products have updates. Sometimes, unintended problems crop up, whether or not they are 'good' programs.

We are only attempting to pinpoint the issue, you can choose whether to uninstall a product or not, but that only means the problem is that much more unlikely to be solved.
