Ah sorry I posted before the previous response didn't see that there. I will give that a try tomorrow when I have more time. But in the mean time thanks a whole lot for offering your help. I really appreciate it.

I ran dism after changing my group policy setting.
    No problems

In fact dism ran quicker than before.

Ahhh sh- shoot seems the PC does not want to shut down anymore. I went to turn it off. It froze on the shutting down screen and then it reset itself.
At least it resets some how. But now I might have found myself in an endless loop.

Instead of trying to repair through windows update server could I just use my windows 8 disk?
Or is that the dumbest thing you've ever heard?

    Not dumb at all.

    I don't really know.

    You could try it.
How dism would access it is problematic.

    I type in gpedit.msc and it can't be found : (

On the windows forums they want me to check every process individually on startup. Oh golly, this is going to be fun!

Would background tasks even effect shut down?

Maybe win 8 doesn't have it.

    It doesn't:

If it is only Windows 8, we can’t see cannot see gpedit.msc, since there is no Group Policy feature enabled in the edition.
    I wouldn't worry about it.

So I just wont be able to use the command... okay.

I'm currently at a point where I don't really know what to do, I've read Brinks tutorials on refreshing and restarting windows.. but they really do feel like - the final option. As I understand refreshing the PC uninstalls all of my own programs (I've downloaded nothing off the windows store) so that is definitely going to result in hours upon hours of reinstalling EVERYTHING which I wish to avoid.

However I am currently worried about the potential damage I could be doing to the hardware by turning it off at the tower each and every time.

Alternatively I could try upgrading to 8.1 but from what I understand people are having A LOT MORE trouble with that.

There's gotta be one last thing I can try right?
