Error Message Pasting a File from one HDD to another.

Hi,
As of late I have been getting the Error Message

"Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item."

I frequently Copy or "Cut and Paste" Files from one HDD to another and to this day never had any problems doing so.
I just Installed a fresh copy of Windows 8.1 Pro (retail) to my C Drive and am assuming that it must be a setting inside Windows 8 that I am not seeing. Any help would be appreciated as this is getting real old real quick.

Edit: The Admin Account on this Machine is Disabled. I did not change it it was that way after Install. Don't really know if it has anything to do whit this but I figure i mention it

Here use these

Here install this Take Ownership registry hack I uploaded. Save it to a folder in documents. Right-click on it and click on Merger, then restart your pc. Now right-click on the specific file's and click on Take Ownership. The problems should be solved. To make it easy on yourself, do that on the contacts, documents, downloads, favorites, music, pictures, searches, saved games, and videos folders for your user account. The 8.1 upgrade could've messed up some permissions on your pc. I also included a Copy To Folder & Move To Folder registry hack for you.

Thank you much for the reply but that is the first thing I did. I have known about that for a long time.
It seems no matter what I do this will not go away.

PS: This was not an Upgrade, I did a clean Install.
Also added the account I use to log into the Computer to the User Name Group. Every Name in the Usergroup has Full Control.
