DVD+RW 4.7 Gb, 120 min, 1-4x speed. Also I already installed from this DVD, without booting though

    I would re-burn the DVD, with a DVD -/+ R.
Windows 8 and Windows 8.1 ISO - Download or Create
Note STEP 1 in option three in the above.

Thanks, but that's not really an option right now. Since my laptop doesn't work, guess I'm gonna have to buy a new one. But would that 100% solve my problem? And is there anyway I can repair my windows through command prompt or something, using this one? Thanks for your time, regardless

    Only with a Bootable disk.
    or
    You could reinstall Windows 7.

Why not just pull the CMOS battery out for 3 - 5 minutes then re-install battery. This will reset BIOS to a functioning state.

Thanks for trying, I think I screwed up my bios, when upgraded to Windows 8.1. Didn't have any problems before that
    1) I take it that you upgraded from Windows 7.

    2) If the disk is bootable it will boot.
