Documents and Settings is not a real folder. It is called a Junction and it is there to allow legacy programs to interface with the Windows 8 folder structure.

Windows 8 uses C:\Users to store what was once in Documents and settings.

In Windows 2000 and XP the user profiles were stored in the "Documents and settings" folder. For a number of reasons this was changed in Vista and later to the "Users" folder. For properly written applications this would not be a problem but many tried to access the original folder directly and would have failed. To accommodate these old applications a junction or link was made to the new folder. This allows a single copy of a file to appear in multiple folders. Modern versions of Windows do quite a bit of this kind of thing.

Windows Explorer was specifically designed to deny access to the "Documents and settings" folder, regardless of the permissions set. Applications and some third party file managers are able to do so.

There are no files within. It points to C:\Users\*your user name*\Appdata and C:\Users\*your user name*\My Documents.

    Appdata is a hidden folder.
