"BOOTMGR is missing" error

I was trying to install Vista on my Dell Inspiron 1420 in attempt to do a factory reset from Windows 8.1 but it was a hard process so I gave up. Now when I try to switch on my laptop, "BOOTMGR is missing, Press Ctrl+Alt+Del to restart" message appears. I don't have the Windows 8 disc as I obtained windows 8 from the $40 upgrade promo. Any ways for me to try and revive this laptop than to send in to the technicians? Thanks.

As you did, I also got BOOTMGR is missing, Press Ctrl +Alt + Del to restart. I had done this and goes back to same screen, I have checked the BIOS and reloaded the defaults, and it still bring me to this same error.
To fix the problem, I finally opted Windows Boot Genius via cnet to login pc again!
