@dencal You may want to explain what you mean by "system restore". Windows has a built in feature called System Restore that lets you revert your PC to previously saved Restore Points. This is not the same as restoring your PC to factory condition with recovery media. Most people refer to that as a System Recovery or factory restore. < If that is what you are doing calling it System Restore may confuse some people.

Seems like Microsoft should have a way for those of us that loaded up on W8 and then "upgraded" to W8.1 to get restore to W8.1 capability.
How did you buy your Windows 8?

System Restore is the wording used by Microsoft, and is a backup which can be configured to protect your present setup, in my case W8.1.
I did a factory restore as explained by using my ISO and was given the choice to download either W8 or W8.1 as explained in an earlier post.

Hey, I was just trying to help. I'm not playing with words. I know how System Restore works and Reset and Refresh. You seem to have it all figured out so have fun.

You can not do a Factory Restore, with the download ISO, a Factory Restore can only be done using the OEM manufacturer's Recovery Partition or DVD/USB disk.

    theog,
One via internet download directly from MSFT and two in the box from NewEgg or Amazon. All three copies were purchased early on when MSFT was offering W8 for ~$50 a copy.
