    I would try a different player, such as VLC. Then you have evidence whether it's a task scheduler or player issue. Set VLC as default and see if it plays normally.

    so i tried with VLC seemed it worked but will it change after it wakes up from sleep plus i have to change every time as i don't use that player often unless i have any problem with MPC

    Windows 8.1 Enterprise


    In order to play an mp4 file it has to be decoded first. A wav file on the other hand does not require a codec and can be played at the lock screen.

    You need to disable password protection on wakeup. This will cause the computer to logon to your account and launch the program needed to play your file.

    it's already disabled and is only enabled after computer starts up from complete death
