Solved The service cannot be started

The service cannot be started, either because it is disabled or because it has no enabled devices associated with it.
I think this was "Application information" service.
The problem is that now I can't run app called TurboService Manager to backup, services.msc, regedit, elevated cmd to use "net start", msconfig, even *.reg files won't launch. I can't launch Safe Mode through metro because my USB mouse and keyboard disconnectsat the momnet I should choose "4".
How inextricable and mazy Windows became that one service, which is not protected from disabling could cause such headache. Anyone has ideas how to turn it back on?

If a service won't start, it is usually because there is a dependency issue. Bring up the Appinfo properties sheet like Dave did, and go to the last panel, the one that says "Dependencies" then look at which other services are required to run Appinfo.

Appinfo requires both DCOM Server Process Launcher and RPG Endpoint mapper, check to see that both of those services are also running, if one or both are stopped, then App Info will not start either.

Sometimes MS has "Fixits" that can fix these automatically, you just have to look.

    Recently lost my Windows 8 on my main PC, had to go back to Windows 7.
I solved my problem trough SafeMode setting "Application information" service to "Automatic" with WinKey+R --> Services.msc --> [Enter].
I could't solve it more quickly, because "advanced restarting to safe mode" through metro suddenly disconnects all my USB devices including keyboard, when I have to press "4". I had to find some odd PS/2. Ridiculous. Looks like AsRock H77M issue.
Another thought - what if my problem is I can't boot my Windows, but I could solve the problem in SafeMode? Magic with Sift+F8 which is a legend-storie? Some top secret "Advanced startup" menu which my computer doesn't even have? Or should I just boot Windows at first and then trick them with Shift+Restart? Well done MS, for clowns.

You can switch back to the "Legacy" boot menu with BCDedit:

press Windows Key + X and pull up an Admin Command Prompt and type

bcdedit /set {default} bootmenupolicy legacy

Well, MACs are not that much for options too, but it's OS are better developed with its Unix-like structure, I think.
You can switch back to the "Legacy" boot menu
Well I quite like UEFI future with it's faster booting and all other stuff, but why not to include simple emergency option like SafeMode? I can't understand how it can be technically related. Besides, will "Legacy" boot under Windows 8 be available, when I have installed them under UEFI? How "Legacy" boot can help me to boot windows in SafeMode?
