After Safe mode I can not turn back Normal Startup

Seeking a solution to the problem with this:
DVD drive is powered off, Lenovo X230, Windows 8.1 64 bit
and found that in the safe mode (minimal), the problem does not exist.
For trouble I decided to try other options of safe boot to have further information.
After restarting in safe mode "ńctive difrectory repair"', I can not turn back to Normal Startup.
I see only pure blue screen with only one button with restart and shut down, there no any key on the keyboard who work, left click not working too. And I can not access to msconfig and startup manager to change this setting.

But I have a bootable disk and I can edit registry but I do not know what do I have to do to get back Normal startup.
Please, help me! Thank you all in advance!
    Excuse me for my english.

With your boot disk you get it to boot normally ?

    Thank you, David Bailey

My boot disk is "Active boot disk". It is old and offers various sysem options includig cmd. Unfortunately not available access to startup manager. If I can access the menu of this setting, I know how to solve a problem.
Command "run" responsible that it can not open "msconfig".
Is there a way using cmd.exe to log on in msconfig?
"Administrator X:\windows\SYSTEM32\cmd.exe" that is a header.
and in the black table: "X:\Sources>\"

    I solved the problem myself.

I got access to the Access Advanced Startup Options by hold down Shift + Restart and disable safe mode.

The other day I turned off my computer using the button for the first time. When I turned it back on, it took longer, as is expected due to the auto hibernate thing, but when the log in screen came up, the background wasn't there. When I tried to log in it had my account details with the circles...

It always stays on Selective startup. What's wrong?
