don't think so ,on most, if not all laptops , they have there own program to do it, and you only get one kick at the can to make the recovery disks ,so don't loose them

I've done a clean install with a Windows 8 TechNet ISO on my ASUS laptop and it read and used the OEM embedded code. 8 Core was automatically installed as that's what the embedded key is for. Activated online automatically just like it did with the factory OEM install. There doesn't appear to be separate OEM and Retail DVD's like in the past, not on TechNet or MSDN anyway. No separate disk for each edition either, the TechNet ISO's are multi edition Core and Pro. The product code you enter determines what gets installed Core or Pro. The hard part is getting your hands on the ISO/DVD.

A new Windows license is not required for a refurbished PC that has:
    1. The original Certificate of Authenticity (COA) for a Windows operating system affixed to the PC, and
    2. The original recovery media or hard-disk based recovery image associated with the PC.
The operating system identified on the original COA indicates the edition of Windows that was originally licensed for that PC and the refurbisher can
    use either:
    1. The original recovery media or
    2. The original hard-disk based recovery image to reinstall the operating system software specified on the COA.
The original recovery option (described above) used to reinstall the software on a refurbished PC must accompany any distribution of the
refurbished PC. Prior to relinquishing a PC for refurbishment, the end user can contact the original equipment manufacturer (OEM) of the PC to
obtain the appropriate recovery media for a fee—subject to availability. Second-hand recovery media is sometimes offered for sale by individuals
in various forums and markets. Purchasing media from unknown sources is not recommended as it introduces the risks of copyright infringement,
improper licensing and infected/corrupted or incomplete software.

A new Windows license is required for a refurbished PC if:
    1. The refurbisher did not obtain the original recovery media along with the system to be refurbished or
    2. The PC does not have a hard-disk based recovery image.
The refurbisher must purchase a new Windows license in order to

Who said anything about a refurbished PC and I do believe the above relates to reselling a refurbished PC?

It may mean that to you but that's not my definition. Refurbishment is the distribution of products (usually electronics) that have been previously returned to a manufacturer or vendor for various reasons.
I noticed in this thread, Activate retail Windows 8.1 with Windows 8 Product key. your helping people find their OEM embedded product code to use to activate a Retail 8.1 pro. How does that figure in with what your saying in this thread? By your definition that's not legal?

OP's with a OEM manufacturer's Pre-install PC, do not have the right to a Retail DVD.
    they can
    1. The original recovery media or
    2. The original hard-disk based recovery image

I also say to OP with OEM manufacturer's Pre-install PC, you need to buy the DVD.

The TechNet ISO is not retail and excepts OEM keys, seems fine to use to me. Also my COA sticker has no mention of OEM on it, all it says is Windows 8. Anyway you have your opinion and I have mine. I'll agree to disagree and leave it at that.
