Blank Screen after power outage

I had a power outage last night 11/16 or early am 11/17

My windows 8.1 pc which was just upgraded from windows 8 the day before will not boot.
Initially it booted just fine until the power went out.
It shows the win 8 logo and then shows a blank screen, which eventually will come up and say windows "could not start, sometimes just restarting will fix this issue.... "
Restarting did not help.

I can get into safe mode.
I tried bootrec /fixmbr bootrec /fixboot bootrec /scanos bootrec /rebuildbcd etc none of those options fixed anything.

I even tried to do a refresh (not my ideal choice) and even that failed.

I really don't want to reload this, I would think something is corrupt with the startup, but I can figure it out.

I have attached my logs as well as bootlogging and disk layout files.

also when I try a refresh I get the error "the drive where windows is installed is locked unlock the drive..."

Not even sure how to unlock..

Did the system come w/Win8? If so, is there any reason why you're not using UEFI/Secure Boot?

You have 4 hard drives. What is the make/model/wattage and age of your Power Supply?

Lot's of Live Kernel Events in the WER section of MSINFO32. Please do the following:
- open Event Viewer (run eventvwr.msc from the "Run" dialog))
- expand the Custom Views category (left click on the > next to the words "Custom Views")
- right click on Administrative Events
- select "Save all Events in Custom View as..."
- save the file as Admin.evtx
- zip up the file (right click on it, select "Send to", select "Compressed (zipped) folder")
- upload it with your next post (if it's too big, then upload it to a free file-hosting service and post a link here).

MSI Afterburner (along with Riva Tuner and EVGA Precision) are known to cause BSOD's in some Windows systems (it's driver is usually RTCore64.sys). Please un-install it immediately!

If you're overclocking, please stop the overclock while we're troubleshooting. Feel free to resume the overclock once the system has been stabilized.

Please update these older drivers. Links are included to assist in looking up the source of the drivers. If unable to find an update, please remove (un-install) the program responsible for that driver. DO NOT manually delete/rename the driver as it may make the system unbootable! :

I went ahead and reloaded the entire pc. To answer your questions I do have a good powesupply corsair 650 watt.

For UEFI Secure boot I am not familiar with that, let me know what that is I will enable it.

I am not overclocking.

All systems sold w/Win8 are required to have UEFI and Secure Boot (by Microsoft).
It's not necessary to turn it on - I ask to see if there's any problems/situations that the reports haven't revealted.

I've had issues with older Hauppage software on my newer systems - but haven't used it since the early days of Win7.
If the BSOD's come back, we'll start by looking at that first.
