If the Setup does not completely finish it's whole procedure, then either the install disk could have had errors burnt on it, or the Setup is running a CHKDSK on your hard disk.

You can boot to a troubleshooting area on the install disk, get into the command prompt, and run a FULL CHKDSK manually, that would be CHKDSK C: /x /r

it will take from an hour to 2 hours to run, probably less since there is nothing on the drive. Post any error results, if you can take a pic using a smartphone, post it if it shows errors.

After that, try the setup again, see if it goes through the whole process- IN the meantime, Check the DIsk you make, you can use IMGBURN to verify the disk you burn against it's ISO image.

The hard disk is new, it had windows7 ultimate running on it. first I tried to upgrade to windows8.1 but the problem shown above occurred so I used a clean install of windows8.1, the windows starts normally at the first time and by restarting it the spinning dots of windows update stop spinning and it never boot again, I used system recovery to reboot then I stopped windows update and restart windows the spinning dots stop spinning again and it never boot :/ I gave up

I'd say your Install disk was a corrupted download, download the ISO image again, then check the disk you burnt against the new ISO image. Chances are it was an incomplete download.

In addition to all other recommendations previously posted for you guidance, I will just say that I took note of your GeForce 8400 GS/GeForce 210 graphics card and I'm wondering if that might be contributing to you issue as well. OK, I just wanted to mention that possibility for your consideration. Good luck.

Those are mine, you must have clicked on my specs by accident. Neither of them has ever given me any problems during an install. The OP probably has an Intel 4000? or so video chipset. Is there an issue with those for 8.1? Maybe if he is putting them into an older laptop. He said "Desktop" but his specs show a toshiba laptop.

If his board or CPU was incompatible with the OS he should have gotten a message like this:

Maybe his Core Duo is one of the affect ones, I just got an e4700 for a system I just rebuilt, I don't know if 8.1 will go into that either.

You might have hit on something though, maybe his system cannot support 8.1. There is a chip and a board that are both affected, you can have the board, but not the chip, and it will fail or you could have the chip but not the board and the same thing.

If his chip and board are not in the affected list, then its a good bet they got an incomplete ISO image. Always check the Hash tags when downloading, you can use IMGburn to check the burned disk against it's ISO too. I think Teracopy can check hash tags but I'm not sure how to do it, I use Teracopy to check big RAR archives for any bad sections.

Yes, I am sure of it now, if he has the Intel 4000 it would probably cause this. The "Long Black Screen" is probably the OS rolling back to 8.
