A great summary of your efforts thus far so I will acknowledge same and give you an "A" for effort! Unfortunately, I (personally) am out of ideas so good luck to you in your quest for a solution.

I found a "solution" that said that Num Lock won't work with a Microsoft account because of security! Unbelievable!!!! So, I changed from a Microsoft account to a Local account. It still doesn't work. Sigh . . . This was in the Microsoft forums.

I'm changed back to a Microsoft account because of all the stupid pop-ups. Microsoft doesn't make it easy to do things my way!

With computer on, press Num-Lock key to turn it on.

Either restart or shut down & press power button to restart.

Either way, when the computer is finished starting, the Num-Lock light is on.

If this doesn't work for you,I really don't know, unless there is a third party program that will do it.
What I have found of late is that if I do a restart, NumLock will be on when computer "restarts". But if I do a total shutdown and then boot with the power button, NumLock isn't on.

I found this out by accident while still "testing" every time I started or restarted the computer . . . the above pattern was shown, but still isn't the answer. Sigh . . .

Have you tried to turn off Fast boot? When my system 'fast boots' to the login screen, numlock is off although everything in BIOS, Registry and whatever has numlock enabled at startup. If it does a cold start or restart numlock is on as it should be. Since the login of 8.1 on my sytem is much faster than on 8 (probably the only one good thing about it), I leave fast boot disabled and have numlock always on.

Yeah, turning off fast start is in the summary of the things I've done to try to get it working. And, since I only have to reach to the top of the number pad to turn it on, I'm wondering why I've gone to all this trouble to get it working. Methinks it's just because I don't want a piece of equipment getting the best of me. At any rate, the computer will be going in for repair tomorrow, and if it comes back without NumLock working, I'll just accept it as it is and move on . . .

Oh, and BTW, on the dual boot computer that NumLock quit working on after update to 8.1? Well, as of yesterday, NumLock is working on Startup and I have no idea why; I haven't done anything, not even installation of any new programs.

I'm trying to get this to be consistent on my Toshiba Satellite Laptop. People talk about setting
    HKEY_USERS\.DEFAULT\Control Panel\Keyboard\InitialKeyboardIndicators to 0 or 2. I'm wondering why mine is 2147483648 ??

Edit: I backed up Registry with ERUNT then changed this reg key to zero, since I want Numlock off at startup. So far stuff seems normal.

Sheesh! You want it off and I want it on!? What's this world coming to?

Seriously, so far, my HP "store bought" computer refuses to turn on NumLock at startup, which is what I need and want. I have a ten-key pad on all my computers, both desktop and laptop and I absolutely do not see why HP doesn't want me to use NumLock! When I asked HP Support, I was told it was for security! Since all I have to do is press the NumLock key to get my number keypad to work, I find that explanation hard to swallow.

Grrrrrrrrr, but I'm happy you got it to do what you want.

It is a strange thing. Have you tried using the Registry Run key to run a program that sets numlock on? I believe stuff run from the Run registry key is run before login.

I have a utility RunIt that adds a program, batch or shortcut to the key. You may download from here:

See the included Readme.txt for usage.
