windows 8.1 pricing models

i just upgraded to 8.1 and microsoft wants me to buy a license--thats ok--but then it shows the price as 289$

my question--what do i get for this? can I use this later on another pc? my current pc is old and i don't want to have to buy another license when i change pc's within 1 yea or less.

i can go buy an oem 8.1 software for about 140$ that i understand is only good for 1 pc.
any insight on how this works??

How did you manage to upgrade without buying a license beforehand?

If you were already running win 8.0 , there should be no charge, it is an update/service pack.

i upgraded from an installation provided from the shop where i bought the pc. (this is thailand-i suspect the win8 i got was not a legit copy). anyway I just bit the bullet and bought the full 8.1. I wont be happy if if I can't use it later on another pc when I upgrade my hardware.

Might be better to buy full 8.0 rather than 8.1 upgrade, install 8.0 then upgrade to 8.1 for free ota.

That way your 8.0 disks are portable to another pc.

i didn't have the option to buy full 8.0--i had to buy full 8.1

i just downloaded the licensed installation package and am creating bootable usb that I can use to install later--the big issue to me is whether I can install on another pc or not

too late to wait--my pc asking me to activate every 5 minutes

and my next pc will be something I build from components--no software included so it wont have any software installed

I thought 8.1 was only available as an upgrade? If you have full 8.1 it could be pirated.
If you have a (legitimate) copy of 8.0 then the upgrade to 8.1 is free
For everyone else, there is only one version; the version to upgrade from eg. Windows 7, or to install a "full" version on a bare metal computer is the same thing:

If you bought windows 8.1 from Microsoft its retail version, because there is no upgrade version to buy only windows 8 users get free upgrade.
As far as I know retail version license can be transferred to another PC.. but can be used on only one pc at same time (when you transfer you may need to do phone activation and you will have to remove it from old pc.)

thanks thats basically what I wanted to hear--but... my new pc will be 64 bit and now i have 32--hope i can still install without paying

I agree wit this ,i done this[a few time ,with same dvd] with win7 when it first came out ,i just had to call to activate and say it was only on one computer

I'm not sure how much things has changed with windows 8.1 but when you buy retail windows 7 you can use either 32bit or 64bit but not both at the same time, and you can change that when you remove other version. there is no upgrade path from 32bit to 64bit only clean reinstall.
