Windows 8 File can't delete with cmd/Fileassain/Unlocker

.wav file that doesn't get deleted. After i hit enter various del commands don't get executed and the cmd prompt stops(doesn't let me type). This is frustrating because it is causing windows task to run excessively when it's folder(downloads) is open. Any help, thanks.

That might mean, the file is being loaded into a Player and running, so it can't be deleted while it is being accessed, and it's locking up in the CMD prompt cos of this as well. Stronger Measures are required.

Google "Malwarebytes File Assassin" and use that to delete the file, it will kill any processes that's related to it and make it vanish.

There is also a Program called "Unlocker" that you can get at Major Geeks, does the same thing, but be careful the installer has a bad toolbar, you have to tell it not to install that.
