Win 8.1 Pro - Favorites gone from File Explorer Nav Pane

Upgraded my Win 8 Pro to Win 8.1 Pro and problems started.

Now my File Explorer Navigation Pane Favorites feature is completely missing and cannot be restored, regardless of what I have tried.

    I have tried:

    1. File Explorer ribbon / View tab / Navigation Pane / Show Favorites = ON

    2. Folder Options / General tab / Navigation Pane / Show favorites = ON (also have tried Restore Defaults)

    3. Recreate "C:\Users\<my user name>\Links\" folder and create a link inside it.

    4. Run the "fix_empty_favorites.reg" file
Favorites Empty in Navigation Pane - Fix - Windows 7 Help Forums

    5. Run "Add_Favorites_to_Navigation_Pane.bat" file:
Favorites - Add or Remove from Navigation Pane in Windows 8

    6. Manually restore Default Favorite Links :
Favorites - Restore Default Favorite Links in Navigation Pane - Windows 7 Help Forums

    7. Ensure "{BFB9D5E0-C6A9-404C-B2B2-AE6DB6AF4968}" registry branch that is pointing to my proper Links folder as per :
User Folders - Restore Default Location - Windows 7 Help Forums

    8. Remove/detach from Homegroup (don't need it).
Homegroup - Change File and Folder Sharing Settings - Windows 7 Help Forums

    9. Added. Right click on the Navigation pane and Select "Show Favorites" to be ON.

... and of course, log out/login AND reboot multiple times after all of the above.

The Favorites will not appear on Navigation pane.

    Any help, anyone?

Dude, does not work. It is the exact same feature/trigger as enabling Favorites via the Ribbon / Navigation pane settings. And yes, I've tried it. Several times. Both of them.

Funnily enough, the exact same File Explorer Favorites (aka Links) show in the standard save dialog, but ONLY there and ONLY in the standard save dialog.

    C:\Windows>sfc /scannow

Beginning system scan. This process will take some time.

Beginning verification phase of system scan.
    Verification 100% complete.

Windows Resource Protection did not find any integrity violations.
SFC found nothing (on elevated Administrator command prompt, after a full scan).

    Not fixed.

    sigh.

    Thanks.

    Checked those now.

Can't find any differences, other than UID changes in the keys. The actual settings and references to keys/dlls are all the same.

    This is weird.

    EDIT:

Created a new fresh Administator type user. Logged out from the current and logged in as the new user.

Same problem. No way to show, add, view or enable Favorites in File Explorer. Icon is not visible, feature is "turned on" in the UI, but does not display.
