    Turns out I do have UEFI and no way to get to setup using F2
    That is most likely caused by having the highest level of fast boot enabled in your BIOS. For comparison, I have an Ultra fast boot option in my BIOS which the manufacturer claims will boot you into Windows in 1 second flat. Now, under those conditions it is also noted that I will not be able to access the BIOS via normal F prompts and it, in fact, advises that I should install an ASRock utility to do so (from within Windows) on next boot. However, I see you have found another way of doing it so good for you!

    I'm not even sure if this is what is causing my minute-plus hang on startup.
    Turn off ALL Intel options (IRST, ISBA, etc) and disable fast boot (or whatever it is called in your BIOS). Retest just to see what happens.

    The hang problem resulted from a network printer being connected to computer's Ethernet port. Apparently the startup program chokes on that condition until it finally decides this is an "unknown network".

    Meanwhile, a restart through PC Advanced settings seems to have "re-enabled" Intel Quick Start, even though there is no explicit menu item regarding it.

    So I'll mark this thread as closed.
