    Recovery Partition

On the OEM laptop I got came with it own recovery partition
I would like to make something like this for the desktop I made
so that I can restore my desktop to newly installed pulse with office and drivers installed and a few other programs, without having to use my windows DVD or recovery disk.

what I want to do is to make a backup image of my computer onto to my second HDD but also make it bootable so I don't need the recovery CD

You can use a USB external HDD, using this tutorial:
Recovery Drive - Create with USB Flash Drive in Windows 8
But will make a 32gb bootable partition.
    Than use
System Image - Create in Windows 8
    to image.

Why don't you just use Macrium (as suggested by David Bailey) and "clone" your System Drive to that other hard drive. That way, you could just change the boot sequence and off you would go!
