Windows 8 - can't open any personal stuff

Word documents open, but I can't delete, move, or open anything like pictures and media.

It says the file is damaged, windows can't read it, or it's corrupted.
I can't move any programs/stuff to a new folder, or the screen flashes dark blue then back again, with nothing changed
If I delete something, again, blue screen flash, nothing changes.
If I delete something while editing a picture (ex: selecting part of the picture then pressing "delete" key), nothing happens (Paint.NET - doubt this issue is from them).

My temp folder is extremely messed up as well.

Have you tried sfc /scannow & Dism /Online /Cleanup-Image /RestoreHealth commands ?

Have your Docs been protected at one time?

Protect a document from unauthorized changes - Word - Office.com

There was an issue a few months back where a user could not modify his Docs, they had a "Black Border", which meant some protected mode, I'll have to open Word and see what that was... Legal Blackline, that's what it was called:

You can access the protection through there.

Can you save the docs to a flash drive and open em on another computer?

As far as your Temp folder, you can delete everything in there, I use cCleaner and I had to add the folder manually. IF there are stubborn files in there, that won't delete you can use either "Unlocker" (you can get it from Major Geeks) or Malware Byte's "File Assassin" - Both are free downloads but Unlocker has a toolbar that you must not install, so if you use that, use advanced setup mode and de-select it while installing.

Malwarebytes : Remove any locked file with FileASSASSIN

This all sound like virus activity.
